Ellen is currently the Manager of KIDSNET, Rhode Island’s Integrated Child Health Information System that contains preventive health care information for Rhode Island children. Other programs at the Rhode Island Department of Health that she has managed include Newborn Hearing Screening, Newborn Bloodspot Screening, Newborn Developmental Risk Assessment and home visiting. She has also been an active participant in Genetics activities. Prior to coming to Rhode Island, she was a Program Assistant at the University of Connecticut Center for Environmental Health, and worked on several health related research studies at the University of Connecticut and Yale University. Her education includes a BA in Human Biology, with a concentration in child development, from Stanford University, and an MS in Maternal and Child Health from the Harvard School of Public Health.

W. Chung, Au.D is the Director of Audiology at Women and Infants' Hospital and the Audiology Coordinator of the Rhode Island Hearing Assessment Program (RIHAP). She coordinates the technical and audiologic aspects of the newborn hearing screening program in RI. As the Director of Audiology, she is responsible for the follow up of infants who have not passed their newborn hearing screens. She received her master’s degree from the University of Georgia and her Doctor of Audiology degree from the Arizona School of Health Sciences.

Affiliation:
Brenda J. Rapoza is the Division Manager and Administrator for the Rhode Island Hearing Assessment Program (RIHAP) at Women & Infants’ Hospital of RI. Previously she was the coordinator of the neonatal-perinatal fellowship program at Women & Infants. She is responsible for the management and administration of RIHAP at Women & Infants’ Hospital as well as six other outlying RI hospitals. Brenda has held administrative management positions in the private sector including a print/packaging company. She also owned and operated a medical transcription company. She holds a degree in Medical Office Administration from Bryant University and a Bachelor of Science degree in Business Administration from Rhode Island College.

Abstract: |
Newborn screening programs in Rhode Island include bloodspot, hearing and developmental risk screening. The RI Department of Health works closely with system partners to carry out the work of these programs to ensure RI infants get timely screening and appropriate follow-up. Recently, these programs have integrated data and begun to work collaboratively to identify and address issues. Some examples include:
Data matching and quality assurance- In 2004 the bloodspot screening program began matching of birth certificate and laboratory data via KIDSNET, RI’s integrated child health information system. In addition to identifying infants who were not screened, data matching also revealed many system issues. In 2006 the hearing screening program began data matching. The two programs now partner to address system issues as a quality improvement initiative. EHDI data from screening, Early Intervention (Part C), Family Guidance, and audiologists also comes together in KIDSNET where it is used to help assure each child receives services.
Reducing loss to follow-up – The Bloodspot program has historically used demographic and alternate contact information from the developmental risk assessment to locate infants with abnormal results who could not be found with contact information provided to the laboratory. The Home Visiting Program is also utilized to find infants and get them in for assessment when needed. The hearing screening program has adopted similar use of the information and services of these programs.
Integrated Newborn Report – Authorized KIDSNET users will soon be able to view and print an integrated newborn report. In addition to results from each newborn screening program, this report will include basic demographic information, birth hospital, birth weight, and immunizations administered in the birth hospital. It can be printed for an individual child or all children in a provider practice within a selected date of birth range.
