Name: Eugenia Dunham
Affiliation:
Eugenia Dunham is the Manager of the Newborn Screening (NBS) Support Group for the Texas Department of State Health Services. She also provides management oversight to the Program for the Amplification of Texas (PACT) and the Genetics Program. Ms. Dunham has spent over 20 years in nonprofit management, including extensive fundraising and development experience. Her career debut as a Social Worker and quick advance to Supervisor of a mental health clinic and her embrace of public health work for the New York City schools led to Director positions with the American Red Cross and various other health services agencies, and to the title of Executive Director of a Boston, Massachusetts nonprofit with a broad mandate to coordinate diverse youth services. She holds Master’s degrees in Social Work, and Public Health.

Name: Mary Catherine Hess

Mary Catherine Hess, MA is a Program Coordinator for OZ Systems. Her primary responsibility is the management and oversight of the contract for the Texas Early Hearing Detection and Intervention Program. From 2001 to 2008, she was the Program Administrator for the Rhode Island Hearing Assessment Program, Rhode Island’s newborn hearing screening program. In addition to her work in EHDI program and data management, she is also a certified ASL/English interpreter. She is very interested in issues related to communication access for deaf and hard of hearing people, including access to healthcare, assistive technology, and American Sign Language linguistics. She holds an MA in linguistics from Gallaudet University and a BS in communication disorders from the University of Texas at Austin.

Abstract: |
The office of the national coordinator (ONC) for Health Information Technology provides leadership to implement a nationwide interoperable information technology infrastructure – a health information exchange (HIE) to improve quality, safety and efficiency of healthcare delivery. The goal is to make records interoperable and digital. To this end, Texas EHDI (TEHDI), in the Department of State Health Services (DSHS), has recognized the growing need for interoperability and real time access to an infant’s hearing health record by audiologists, physicians and Medical Home providers, and educators; essentially a microcosm of the ONC’s HIE, to assure hearing screening, follow-up, diagnostics and early intervention for children born in Texas. Like many other states, Texas’ challenges include large emigrant and immigrant populations in rural and urban settings and families dispersed hundreds of miles from services. Because the birth cohort exceeds 410,000, if 3.5% do not pass screening and 3% are not screened statewide, then nearly 30,000 children must be followed and found. Multiple efforts are underway to tackle these challenges from enhanced training and performance monitoring to the introduction of a mini HIE in the TEDHI information system.
In this presentation, we will describe how the HIE was developed, efforts to reduce and analyze the loss to follow up and loss to documentation rates after expansion of the HIE to include the Medical Home and Early Intervention, the screening and follow up needs the HIE addresses, examples of data exchanged between providers, how privacy and security issues are addressed and comply with local and federal laws, plans to include bloodspot screening and vital statistics in the HIE, and lessons learned. |
