Talent strategies for principals to improve MTSS delivery "Secondary"

School and district leaders will leave this session with research, tools and strategies for improving MTSS delivery through better talent management. While principals are seen as instructional leaders, they are also the front-line implementers of talent management and workforce development. In fact, principals spend much of their day managing people and giving feedback. A talent management approach to MTSS has two benefits. First, regular and special education can be integrated during classroom observations and feedback, common planning time and professional development, moving the workforce closer to IDEA’s vision of one system serving all students. Second, principals can differentiate educator support and development given the student populations being served. This session will begin with a review of the current research about the career cycle of educators: preparation, recruitment, selection, assignment, development and retention. From that, participants will engage in a scan of their current workforce challenges related to MTSS and, using evidence-based tools, generate strategies for developing the workforce. Participants should be prepared to openly share challenges with colleagues, and both give and receive feedback during the session. The tools and planning processes presented during this session can be used to address a variety of talent management needs.

  • Participants will understand the current research findings about educator preparation, teacher hiring, induction, development and retention.
  • Participants will use the lens of principal-as-talent-manager to identify levers for improving MTSS delivery through evidence-based workforce development.
  • Participants will identify at least one high-leverage MTSS- related challenge with their school's workforce and develop specific steps for improvement.

Michael Moore has more than 40 years of experience as a K-12 public school educator and has served as a teacher, a high school principal, and a superintendent of schools. Before joining USCHA, Michael led the core program at New Leaders, Inc. as Chief Academic Officer. At the time, New Leaders was the largest urban principal preparation program in the nation training 120 leaders in 12 cities each year. With USHCA since 2011, Michael has supported districts with projects to improve their recruiting and selection practices; redesign principal-supervision; build leadership pathways and development programs; design and implement HR information systems; and design district-level performance management systems. He also serves as State Technical Assistance Manager in Colorado, Massachusetts, New Mexico, and Utah and coaches in the Emerging Human Capital Leaders Program. Away from USHCA, Michael’s recent projects include developing central office leadership pathways for high-performing principals, designing coaching frameworks for several principal-training programs and supporting charter management organizations with execution of their strategic plans. Michael’s specialties include designing frameworks and tools; assessing leaders; supporting principals as HC managers; creating structures for social learning; and coaching senior teams and leaders.
