Transitioning from Part C to Part B: Preparing Families and Professionals for IEPs
This presentation is for parents and professionals. Ideas and suggestions for helping parents prepare for the IEP meeting so they can better participate as equal partners in the IEP process will be presented. The intention of IDEA is for parents to be active participants in the IEP process; however, most parents do not have sufficient understanding of the process in order to engage fully. It is the obligation of professionals working with families to educate parents about the IEP process. This presentation will provide the information parents and professionals need to understand important aspects of the transition process from an IFSP to an IEP to ensure parents may more fully participate in the IEP meeting. The purpose of this presentation is to provide parents and professionals with information about how parents can be supported during the transition process from Part C to Part B of IDEA.
Topics and Activities that will be reviewed and discussed include;
-Transition Meeting with the child’s home school district
-Review of Existing Data
-Home School District Evaluation
-Discussion about possible Preschool (Part B) Programs
-The importance of Visiting/Touring potential Part B Programs
-Eligibility Meeting
-Reporting of existing data and/or evaluations
-Reviewing possible eligibility categories and criteria for each
IEP Meeting/Document
-Present Level of Academic Achievement and Functional Performance
-Explain Goal page(s)
-Parent role in the meeting
-Explain Parent Role in discussing the proposed goals during the IEP meeting
-Explain Potential Placement Options
Resources for IEP preparation will be provided. This presentation will be provided through a combination of lecture and discussion to enhance learning. Ample time for questions will be included.
- At the end of this session, participants will be able to list a series of activities for preparing parents for the transition from Part C to Part B of IDEA.
- At the end of this session, participants will be able to describe strategies for supporting parents during the transition process from an IFSP to an IEP.
- At the end of this session, participants will be able to develop and implement steps to prepare families for the IEP process.

Betsy Moog Brooks is the Executive Director of the Moog Center for Deaf Education. She received her Master degree in Speech and Hearing from Washington University and is certified in Deaf Education, Behavior Disorders, Learning Disabilities, Early Childhood Education, and is a Listening and Spoken Language Specialist. She holds a Doctorate of Education in Instructional Leadership with an emphasis in Andragogy, the study of adult learners. She has been in the field of early intervention for more than 35 years. Betsy is the author of the book, My Baby and Me: A Book About Teaching Your Child to Talk. She has lectured throughout the US, South America, and Europe. Betsy continues to provide direct child service and parent support to families with children birth to three.

Liz is the Coordinator of the Preschool Department at the Moog Center for Deaf Education. She received her Master’s degree in Early Intervention in Deaf Education from Fontbonne University. Liz works with parents to help them understand the IEP process, and she collaborates with school districts to help develop IEPs for children who are deaf or hard of hearing. Liz works with families to help them develop the skills needed to advocate for their children.
