California SB 210 - LEAD-K in California - Success!

As a result of historical collaboration between the proponents of spoken language and the proponents of the dual languages of ASL and English, California Senate Bill 210 (Galgiani) was passed, requiring the California Department of Education to develop Language Milestones and a Parent Profile for children 0-5, and to assess, analyze, and report on the language development of deaf and hard of hearing children 0-5. At this workshop (presented by a Deaf adult, a parent, and a Deaf education professional), participants will learn about the process, the contents, and implantation of Senate Bill 210, California's LEAD-K legislation, intended to ensure that every child is Kindergarten ready at age 5. Sheri Farinha, chair of the LEAD-K movement, will present on the collaborative process involved in the development of the bill, which involved the California Coalition of Option Schools, the Center on Early Intervention on Deafness, the California Association of the Deaf, and the California Coalition of Agencies serving the Deaf and Hard of Hearing, and next steps for that collaborative group. Secondly, parent Tony Ronco, will describe the ad hoc committee established by the California Department of Education, pursuant to the legislation. That committee of 13 people (the majority of whom were Deaf or hard of hearing) recommended Language Milestones for children 0-5, developed a Parent Profile to be used by parents to track and monitor their children's language development, and made a recommendation to the California Department of Education (CDE)about one language assessment tool to be used by all teachers of DHH children 0-5. Finally, Nancy Grosz Sager, CDE Consultant) will describe the implementation of the bill, including how teachers have been trained and provided with technical assistance. The process for reporting assessment results, analyzing assessment results, and reporting of data will be explained.

  • Participants will be able to define the steps taken in California to pass legislation related to language assessment of Deaf and hard of hearing children, and ongoing work of that collaborative group.
  • Participants will understand the work of the ad hoc SB 210 committee established by the California Department of Education.
  • Participants will find out how to access information about California's Language Milestones, and language assessment results for Deaf and hard of hearing children 0-5.

Dr. Julie Rems-Smario, Ed.D works as an Early Language and Education Consultant in California at CORE, California School for the Deaf, a program of State Special Schools and Services at the Department of Education. Julie's work includes working as a co-director of California's Early Hearing Detection and Intervention, training Early Start professionals on how to develop language milestones goals for IFSP/IEP, supervising SB 210 data, developing resources for families of Deaf children, and providing technical assistance to Early Childhood Education professionals. During her free time, she volunteers as one of the Public Relations Director of a national campaign, Language Equality, and Acquisition for Deaf Kids (LEAD-K).

Sheri A. Farinha serves as CEO, NorCal Service for Deaf & Hard of Hearing, since 1993. Ms. Farinha is a nationally known as a strong civil rights advocate for deaf and hard of hearing individuals in the areas of education, employment, services for Survivors of Domestic Violence and Sexual Violence. Sheri is the Principal Investigator for CA's 20-047 HRSA grant steering the EHDI program: LEAD-K Family Services. Ms. Farinha’ s expertise also includes leadership development, legislative and system advocacy, and management in the nonprofit sector.

Tony is married & the father of two young adults; one hearing and one deaf. His deaf daughter is now Junior at Gallaudet. He has been deeply involved in parent to parent support, and has served in numerous parent based organizations. Tony is trained & certified change agent, a professionally licensed engineer and a manager.
