Systems Change from the Inside Out: Enhanced EHDI and Part C Collaboration
In 2019, a team of stakeholders, working in various aspects of Colorado’s EHDI (COEHDI) program, began meeting to discuss ways to refresh Colorado’s EHDI system. This team successfully submitted a grant proposal to HRSA to guide this refresh. At the heart of this grant is the unique relationship between the Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) and Early Intervention (EI) Colorado, Colorado’s Part C program. The directors of these two agencies serve as Co-Principal Investigators (PIs) for our grant. Our work plan brings representation of all stakeholders to the table; a 18-member COEHDI Alliance serves as the advisory body for reviews of and proposed changes for all system components. Stakeholders include parents, professionals, and deaf, hard of hearing, and deafblind (DHHDB) adults with various backgrounds, beliefs, priorities, and experiences.
Having the CCDHHDB and EI Colorado as co-leaders in system change creates value through the active involvement of the Part C system as well as a state agency representing the interests of the DHHDB communities. Because this partnership resides at the state level, there is heightened capacity to support sustainable measures. The collaboration between the DHHDB communities, Part C and the Colorado School for the Deaf and the Blind illustrates a collaborative model that can be replicated in all regions around our state. At both the state and regional levels, we promote community and professional participation in task forces, input on policies and legislation, and representation of families of DHHDB children in the EHDI system.
- Participants will be able to evaluate the merits of cross-system collaboration to benefit EHDI as a whole.
- Participants will be able to develop a strategy for bringing together different stakeholders within their state’s EHDI system to work collaboratively to address systemic issues
- Participants will be able to gather ideas, tips, and resources to apply in their state EHDI work.

Ashley Renslow

Ashley Renslow is the Early Education Coordinator with Outreach Programs at the Colorado School for the Deaf and the Blind. In her role, she coordinates the Colorado Hearing Resource Coordinator (CO-Hear) and Colorado Home Intervention Programs (CHIP) and the Colorado Shared Reading Project (CSRP). She also programmatically oversees the Early Literacy Events. A speech language pathologist by background, she has worked in Deaf residential Schools for 10+ years in varying roles, and has served local families as a CHIP facilitator (0-3 early interventionist). Outside of work, when she's not chasing her preschooler and toddler, Ashley enjoys being outside, traveling, and lounging with a good book.

Cliff Moers

Cliff Moers, director of the Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind holds a Master's degree from Regis University in Management with an emphasis in organizational development and human resources. He has been involved in numerous community organizations, committees, task forces, councils, and boards, including four years as president of the Colorado Association of the Deaf (CAD). Cliff is the founder of the Rocky Mountain Deaf School, a bilingual Jefferson County Charter School for students in the metro Denver area. His professional background includes student services at the University of Colorado at Boulder and coordination of auxiliary services at Communication Service for the Deaf/Sign Language Associates. He has also served as an employment specialist/consultant for the Center for People with Disabilities in Boulder and ran a family-owned business, Deaf-initely Possible Resources.

Christy Scott

Christy is the Director of the Early Intervention (EI) Program (Part C) within the Office of Early Childhood. She has been working in EI for 28 years in many capacities prior to being Director including:
•parent with a child who received EI services •service coordinator
•local program director
•EI State General Supervision and Data Manager
Over the years Christy has had the opportunity to participate in and lead initiatives that have resulted in improved experiences for children, families, and providers involved in EI.
She has a passion for systems work and is honored and excited to be involved in this novel and exciting refresh of the EHDI system in Colorado.
In her free time, Christy enjoys spending time with her two young granddaughters, taking yoga classes, enjoying time in the Colorado sunshine from her deck, and she is also an avid bowler.

Katrina Cue

Dr. Katrina Cue is the Outreach and Consultative Services Manager and Deaf Specialist at the Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind. She also works closely with the Colorado EHDI team providing communications support. Katie received her doctorate in Deaf Studies and Deaf Education at Lamar University. Her research focus there was on critical deaf studies, deaf ecological systems, and defining hearing culture. She also completed her master's degree in secondary deaf education at the Rochester Institute of technology and her bachelor's degree in English Literature at the University of Colorado at Boulder. Katrina previously provided grant writing, research, consultation and organizational development services; worked in the non-profit field; and taught high school English at several different deaf schools and mainstream programs nationwide.

Arlene Stredler-Brown

Arlene Stredler-Brown, PhD, CCC-SLP is the Director of the Colorado Early Hearing Detection and Intervention (EHDI) Program. In addition, she provides consultation and technical assistance to programs working with children who are deaf or hard of hearing in the United States and internationally. Her recent research focuses on telehealth; the use of coaching strategies in the delivery of family-centered early intervention; and promoting system change. Common themes guiding her work are: inclusiveness, collaboration, and a commitment to infants and toddlers who are deaf or hard of hearing and their families.
