Best Practices
to create effective Harm Reduction Programs you must be welcoming to drug users, and should treat drug users with dignity and respect. Programs should provide drug users with what they need: sterile syringes, safer smoking kits, Naloxone (Narcan), and safer sex kits. Programs should provide services such as HIV/HCV testing, linkages to care, referrals to substance use treatment programs and ideally, all services should be colocated with other services in an integrated program model.

Paul Harkin, HIV/Hep C & Harm Reduction Program Manager at Glide Foundation. Paul Harkin has worked in HIV/Hep C Prevention in the USA since 1997. Mr. Harkin specializes in creating effective programs that provide culturally appropriate harm reduction services to marginalized populations and has expertise working with, People Who Use Drugs (PWUD). Mr Harkin has 20 years’ experience providing and managing such interventions as: Street Based Outreach and Education, HIV/Hep C Testing, Navigation and Linkage services, Syringe Service Programs, Linkages to drug treatment, and, Overdose Prevention Trainings and Naloxone Distribution. Mr Harkin is committed to ensuring all services are delivered in a low threshold manner and he is a strong advocate of Drug User Health initiatives. He is a member of San Francisco’s HIV Community Planning Council, and, he serves as the San Francisco Community Member on the Urban Coalition for HIV/AIDS Prevention Services (UCHAPS). Paul Harkin has an MA in Cultural Studies from East London University, England. Originally from Scotland, he came to the US in 1997 to do HIV/AIDS prevention volunteer work.
