Campaign for Language & Literacy Excellence "Promoting Statewide Systems Change for Young Deaf / Deafblind Children"
This presentation will provide the structure and results of an ongoing statewide initiative that focusing on strategies to inform and train families, professionals and others in prevention of language and literacy deprivation. The initiative is entitled: The Campaign for Language & Literacy Excellence (CLLE) which is a partnership between two state agencies: The College of New Jersey (TCNJ) and the NJ Division of the Deaf and Hard of Hearing. TCNJ’s Center for Sensory & Complex Disabilities is taking the programmatic lead in this statewide project to promote early language development, and prevent language deprivation. The CLLE project addresses this goal within four distinct activity categories:
Family Language Immersion Opportunities – A series of family events that bring deaf adults and families of young children to provide an opportunity to develop the use of ASL within the context of family routines.
Statewide Educational Campaign for Language Equality – Creating a values / mission white paper that articulates the consensus of deaf adult leaders, parents, and interested professionals that reflect research-based foundations in the early development of language and literacy in young deaf children.
Early Literacy Project for Families with D/HOH Children – Developing the capacity to provide literacy development opportunities by teaching families how to use children’s’ literature to read stories in using visual supports with ASL. Individuals who are deaf themselves and are fluent in ASL meet with families to teach them how to read stories which are augmented by pictures, tactile support and ASL to their children.
Statewide Symposium on Language & Literacy Deprivation in Deaf/HOH Young Children – Conducting an annual conference that provides participants (parents, professionals, and students) with a forum to foster Common Ground; specific information from professional sectors such as Speech & Language Specialists, Audiologists, Pediatricians, Teachers and Child Care Specialists; and a Research Forum
- To report the outcomes of a statewide initiative that addresses language and literacy deprivation in children Birth - 6 years ofd
- To report and discuss the outcomes and process of achieving statewide consensus of deaf adults/leaders, parents and educators that resulted in a state endorsed mission to prevent language and literacy deprivation in young deaf children
- To provide a menu of strategies that influence the prevention of language and literacy deprivation in young deaf children

Dr. Petroff is a Professor at The College of New Jersey, School of Education in the Department of Special Education, Language and Literacy. In addition, he is the Executive Director of TCNJ's Center for Sensory & Complex Disabilities. Dr. Petroff has over thirty years of experience working on behalf of students, youth and adults who are deafblind. Holding a doctorate in psychological studies in special education, he is an expert in inclusive education, assistive technology (augmentative and alternative communication), and the transition of students with disabilities from school to adult life. Current areas of research and focus relate to the (1) promotion of early communication in children with complex / sensory disabilities; (2) post school lives of youth who are deafblind; (3) issues of behavior support for children with multiple disabilities / deafblindness; (4) psycho-educational / group processes; Fathers of children who are deaf, deafblind and/or complex disabilities' involvement in care, development and education
