Utah's Portrait of a Graduate: Personalized Learning and Next Steps
What is our goal for K-12 education in Utah? Is it really credits and time in a seat, or do we have a larger vision for outcomes for students? This presentation will highlight Utah State Board of Education Portrait of a Graduate to look at how the state is re-visioning outcomes for our students. The presentation will not only share the state vision, but highlight resources for leaders to create their own Portrait of a Graduate for their community. Laura Belnap

Laura Collier Belnap received her degrees from Utah State University and Western Governor’s University. She taught school in Logan, Utah, and Loveland, Colorado, where she was part of the state’s math advisory committee and also established a schoolwide program for grouping students by ability, not age.
Laura helped establish online education in Davis district in 2002. She is currently the director of Utah Online Schools, which serves over 7,000 students with 80 teachers and staff.
Laura is active in legislative, community, and religious causes. She graduated from Bountiful High School and married her high school sweetheart Dr. Eric D. Belnap. Laura is the proud mother of six children who were raised in Davis County and the grandmother of nine beautiful grandchildren.
She was appointed to the State Charter School Board by Utah Gov. Gary Herbert in 2010 and served as an appointed member of the Utah State Board of Education in 2012-13. She has served on the Board of Regents and is currently serving on the Board of Trustees for the Utah High School Activity Association.
She was elected in 2014 and again in 2018 to serve on the Utah State Board of Education.
