LEAD-K Legislative Movement: What It Means and Why It Complements EHDI Efforts

The presentation discusses about language milestones, language deprivation, and effective approaches working with partners to change public policy so all Deaf children can be Kindergarten-ready. In 2015, Language Equality & Acquisition for ALL Deaf Kids (LEAD-K) is a nation-wide legislative campaign which passed its first law in California with SB 210 authored by Senator Cathleen Galgiani, and two more LEAD-K laws in 2016, one in Kansas and one in Hawaii. This movement is a Kindergarten-readiness campaign promoting language acquisition for Deaf youth age 0-5, which is changing the landscape of education of the Deaf. This workshop will give the participants the opportunity to learn about how this campaign can help support the EHDI efforts; learn more about the importance of state accountability with language acquisition milestones data to ensure Kindergarten-readiness for all Deaf children. California Association of the Deaf and California Coalition of Options Schools have successfully partnered to pass SB 210 in California. Currently, California is in the process of establishing state accountability for systematic changes to end language deprivation with early language milestones, tools, and resources for families of Deaf babies/children. Since LEAD-K passed three laws, the Deaf community, families of Deaf children, and the professionals in EHDI field are asking how this can become a reality in their states. Sheri and Julie will have an open ended Q and A session at the end of the presentation. Learning objectives: -gain deeper understanding about how LEAD-K complements EHDI efforts. -understand that language deprivation is the cause of current dismal educational performance -review how the language milestones help prepare the Deaf child for Kindergarten readiness. -learn how collaborative legislative efforts with stakeholders can be accomplished.

Sheri A. Farinha serves as CEO, NorCal Service for Deaf & Hard of Hearing, since 1993. Ms. Farinha is a nationally known as a strong civil rights advocate for deaf and hard of hearing individuals in the areas of education, employment, services for Survivors of Domestic Violence and Sexual Violence. Sheri is the Principal Investigator for CA's 20-047 HRSA grant steering the EHDI program: LEAD-K Family Services. Ms. Farinha’ s expertise also includes leadership development, legislative and system advocacy, and management in the nonprofit sector.

Dr. Julie Rems-Smario, Ed.D works as an Early Language and Education Consultant in California at CORE, California School for the Deaf, a program of State Special Schools and Services at the Department of Education. Julie's work includes working as a co-director of California's Early Hearing Detection and Intervention, training Early Start professionals on how to develop language milestones goals for IFSP/IEP, supervising SB 210 data, developing resources for families of Deaf children, and providing technical assistance to Early Childhood Education professionals. During her free time, she volunteers as one of the Public Relations Director of a national campaign, Language Equality, and Acquisition for Deaf Kids (LEAD-K).
