Ohio’s Health Data Portal for Universal Newborn Hearing Screenings, Diagnostic Testing, and Early Intervention

In 2019, Ohio’s Governor Mike DeWine issued an executive order requiring all state agencies to adopt and use the InnovateOhio Platform (IOP). The executive order includes a new public-facing Health Data Portal (HDP) to allow Health partners and citizens one place to find public and secured state data. A primary goal set forth by the project was the creation of Tableau based dashboards and Enhanced Report Builder functionality, allowing data consumers the ability to visualize aggregate data by criteria most relevant to them. IHP staff viewed the initiative as an opportunity to further increase data transparency, aiding to answer common questions that general public and stakeholders in the Infant Hearing community. Fall of 2019, HDP staff reached out to the Ohio Department of Health’s (ODH) Infant Hearing Program (IHP) to begin development of the programs HDP. During the project, IHP worked with HDP staff, hosting initial meetings to understand the minutia of IHP data and how it differs from other data collection programs at ODH. After initial exploration and discussions about the Hi*Track case management program and consistently shifting IHP data, it was determined that the IHP HDP would utilize data from annual reports to the Center for Disease Control and Prevention (CDC). While these reports are limited snapshots in time, they are frequently presented to stakeholders on a state and national scale. Demonstrations during the presentation will show the resulting IHP HDP platform. The platform is now a central location to access the annual CDC Reports and explanatory documents. Additionally, IHP staff worked to develop a series of graphic visualizations that will be built upon annually as CDC Reports are finalized, including charts and county level maps.

Ryan Harrison is a researcher with the Ohio Department of Health. He provides data support for the Infant Hearing Program, as well as Children’s Hearing & Vision, Save Our Sight, and Sickle Cell Services. He is a graduate of the Ohio State University and has a PhD in Speech and Hearing Science. Outside of work, he enjoys board games, curling, and building sets for local theatre.
