Crafting Continuous Quality Improvement: Oregon EHDI's DIY Adventure
In 2011, Oregon EHDI staff presented on the “extreme home makeover” of the EHDI data system and the addition of key staff focused on data quality and evaluation. Two years later, Oregon EHDI offers an update of our new data system built upon birth certificate data and our ongoing program improvements that result from having a flexible, responsive system, quality data and program expertise to analyze, interpret and respond to data findings. During the presentation, we will describe how the investment in an improved data system, quality data, and expertise in data and evaluation has yielded new insights and directions for focus, resulted in continuing evolution of our system with new enhancements, and the development of key partnerships and collaborations. An overview of the data system, automated features, quality assurance functionalities, performance monitoring features, and examples of data analysis will be presented. Key system features for EHDI staff, and other system users and stakeholders including audiologists, public health nurses, family guides, and early intervention program staff will be shared. Key steps and secrets to our success in partnering with Vital Statistics, the Immunizations Program, public health nurses, and Early Intervention will be shared. Process and outcome data will be presented that demonstrate improvements in our team efforts to reduce loss to follow-up and achieve the EHDI 1-3-6 milestones, as well as data insights that will help focus efforts for the future. Finally, Oregon will describe the next frontier of activities for continuous quality improvement and program excellence.

Meuy Swafford works in the Maternal and Child Health Section of the Center for Prevention and Health Promotion at the Oregon Health Authority as the EHDI Data Quality Coordinator. She has worked with the EHDI Program for 8 years in that capacity, and has been with the Oregon Health Authority for 14 years. Prior to working with EHDI, she worked with the WIC Program and Nurse Home Visiting Program assisting in system development and support. Meuy completed her Bachelor of Arts at Ashford University with a concentration in Business Information Systems,and completed the Informatics Training In Place Program (I-TIPP) Fellowship program through Project SHINE.

Heather Morrow-Almeida

Heather Morrow-Almeida works in the Maternal and Child Health Section of the Center for Prevention and Health Promotion of the Oregon Health Authority as a Systems and Policy Analyst. Her portfolio includes a variety of programs and projects related to child health - including child injury prevention and serving as EHDI Coordinator. Prior to joining the Division of Public Health in Oregon, she completed the Public Health Prevention Service Fellowship with the CDC, during which she was assigned to Cowlitz County Health Department (CCHD) in Washington State for two years and spent a year in Atlanta working for the Division of TB Elimination and the Built Environment Team in the National Center for Environmental Health. Heather completed her Master in Public Health at the University of North Carolina at Chapel Hill, in the Maternal and Child Health Department.
