Hands & Voices Delivery of Family Engagement, Leadership, and Family Support Through the Family Leadership in Language and Learning (FL3) Center

In April of 2017, Hands & Voices was the first recipient of the Heath Resources & Services Administration (HRSA) Family Leadership in Language and Learning (FL3) Center cooperative agreement. In April of 2020, Hands & Voices received the new four-year funding award that will continue through March 31st, 2024. According to the 2013 supplement of the Joint Commission of Infant Hearing (JCIH) Position Statement, part of the success of EHDI systems is dependent on families working in partnership with professionals as a well-coordinated team. The FL3 Center provides a critical infrastructure to convene national family-based and family-led organizations, family leaders, and community stakeholders to support state and territory EHDI programs. This session will cover the purpose, program goals and objectives, and progress to date of the FL3 Center. Come learn about the technical support provided through the FL3 Center to national, state, territory, and local Early Hearing Detection and Intervention (EHDI) systems of care in order to increase family engagement and leadership, and to strengthen family support for families, parents, and caregivers, with newborns and young children who are deaf or hard-of-hearing.

  • Participants will be able to name the four program objectives of the FL3 Center.
  • Participants will be able to identify FL3 Center resources and activities that directly relate to the four FL3 Center program objectives.
  • Participants will be able to give examples of how to access the supports and resources of the FL3 Center.

Lisa Kovacs is the Director of Programs for Hands & Voices Headquarters and the Director of the Family Leadership in Language and Learning (FL3) Center. She and her husband Brian have four young adult children including her son who is hard of hearing/deaf. Lisa was the 2019 Antonio Brancia Maxon Award for EHDI Excellence recipient. Her professional interest include; Parent Advocacy; Implementation of parent participation and engagement in systems building; Parent to Parent support; Deaf Education Reform; IDEA, ESSA, Part C and Part B Training to Parents, and Parent Leadership Training and Development.
