Proper Assessment of ESL Students with Special Needs

This presentation is to help create a process for regular ed, SpEd and ESL teachers to work as a comprehensive team to accurately identify if ESL students should be investigated more thoroughly after a referral for SpEd services has been made, if they just require better in class supports for language barrier or if they are actually performing at acceptable levels in their regular education classroom setting. As a team, each member brings their expertise to the equation to solve the mystery: How do we help this student? To provide Least Restrictive Environment, we must be careful to not jump to any conclusions. What needs to happen is the creation of a plan where all teachers collect their RTI in targeted areas. Once the data has been collected, then the team must assess the data and determine the most appropriate plan moving forward. No one person on the team is capable to solely make that decision. This is an area of education where team collaboration isn't simply a good idea, it's imperative.

  • Proper identification of special needs ESL students when regular education, special education and ESL teachers work together. Since language barriers can eliminate a student for SpEd services if other ares are not explored, it's important the a comprehensive evaluation is done by all parties.
  • We will show what areas of assessment can be used to determine if an ESL student also has an identifiable, qualifying disability.
  • We will show how to use data from response to interventions to determine if the student can be adequately services without SpEd Services or would be better served with SpEd services.

Shawn Thompson has been working professionally with students with special needs in the capacity of a treatment team member and juvenile justice counselor with a BS in Behavioral Science (Psychology), 10 of those years as a special education para-professional and after finishing her Master's, as a special education teacher. She is currently in the USBE graduate level pilot program for Educational Diagnostician endorsement. She is the parent / step-parent /foster parent of 23 children, many of those children struggling with disabilities and she is a person with ADHD.

Romelia Urrutia received a bachelor's degree from Brigham Young University in Special Education, Teaching and Linguistics. She is a native Spanish speaker and is the administrator for the Latinos in Action program for Carbon School District. She has been teaching in Carbon School District since 2005.
