EHDI Data Systems: Design for Change
Starting a newborn hearing screening program is a challenge. So, to build a new tracking system at the same time is that much more difficult. It is key to make sure you have a data system that allows for change to your screening protocols. In American Samoa we went from a simple 3 step protocol of initial screening, follow-up, and Audiological evaluation to the following. Three birth admission screenings in the Infant Phase. Screening outcomes that fire business rules to automatically create and schedule follow-up screenings, ENT exams, and Audiological evaluation appointments.
For example an infant that refers on the first birth admission screen, and has risk factors, automatically goes in to the AE Phase with an AE exam with the audiologist. An ENT exam is also scheduled at one month out. Similarly, missed screens in the hospital due to discharge are automatically queued up in the Follow-up Phase.
These changes went smoothly by 1) committing the new protocol to paper and reviewing with all the stakeholders, 2) implementing the new configuration and business rules in the rules engine, 3) rigorous testing on the staging system, and finally 4) rolling out to production.
- At the end of the session, participants will understand how changing protocols can be implemented effectively in a well-designed data system.

Sue Scanlan
(POC,Co-Presenter,Author), EHDI, American Samoa, sue.scanlan@helpinghands-as.org;
Sue Scanlan is currently working with the AS Department of Health performing the full range of support and services for the Part C Earl Intervention Program and the Early Hearing Detection and Intervention (EHDI) program. This includes a major project to develop a web-based data system that integrates and shares data across programs. The project name is Share, Integrate, Link American Samoa, or SILAS. SILAS is currently in use by the EHDI program, tracking newborns from their initial hearing screening through the entire process. Those newborns that require early intervention services are referred directly from the EDHI program in SILAS to the Part C Helping Hands Program also in SILAS.
