Community Mentoring Program for Newborn Deaf Babies and Infants
In 2016, at the University of Santo Tomas conference, we gave a presentation concerning the need for early childhood education for deaf babies and infants in developing nations. The government mandates newborn screening but cannot afford to provide any education until the deaf children turn 6 years old.
The College of Rehabilitation in the Medical School at the University of Philippines-Manila created a community mentoring program. It has been field tested over the last 2 years by master students in the audiology program. They have 'adopted' newborn deaf babies and worked for the family over this time.
We believe that by extending this program to parents, grandparents, public health nurses, students and even religious members, we have a model that can be replicated in most developing nations.
- At the conclusion of the presentation the participants will be able to define the need for Parent Infant education for newborn deaf babies in developing nations.
- At the conclusion of the presentation, the participants will describe the basic structure and results of the University of the Philippine-Manila mentoring program
- At the conclusion of the presentation, the participants will be able to determine how the community mentoring program might be applied in their countries.

Dr. Fee has served as a teacher of the deaf, principal, director of a state school for deaf, college professor and consultant in the US, Hong Kong, Australia, Guam and the Philippines over 47 years. He held a Fulbright Senior Specialist award in 2012 at the University of Santo Tomas -Faculty of Medicine. He has conducted teacher training workshops at UST, University of the Philippines- College of Medicine, University of Nueva Caceres(Naga) and West Vasayan State Univerity (Iloilo, etc. He currently serves on a UNBS committee in the Philippines. In addition, he is the Judicial Educator advising on disability issues within the court system on Guam and Micronesia.
