Supporting Early Linguistic Competence: Evidence to Practice
Early Intervention providers throughout the United States are busy, often without the opportunity to a) stop and examine the extensive body of evidence on language acquisition shown to impact young children who are deaf and hard of hearing, and b) communicate with other early intervention providers about their experiences, challenges, and advice related to implementing evidence based practices. The Laurent Clerc National Deaf Education Center has established the Early Intervention Network: Supporting Linguistic Competence for Children Who are Deaf or Hard of Hearing, to provide a resource for professionals to find this information in one centralized place.
This presentation will examine the extensive information provided within the EI Network to support early intervention providers. It will discuss the factors which emerged from an evidence review as essential for consideration in designing and implementing effective early intervention services. It will share the recommended early intervention program components, identified by a team of professionals and families convened at the Clerc Center, which are based on this evidence. It will also share the highlights of programs that illustrate recommended practices in their program. Many of the service providers who contributed to this resource will be available to discuss their experiences, challenges, and recommendations related to designing and implementing programs and services to support early linguistic competence.
- Participants will be able to identify at least 2 critical factors shown in evidence as essential to the development of early linguistic competence for children who are deaf and hard of hearing.
- Participants will be able to list at least 3 program components essential to establishing an evidence based early intervention program which they can apply to their work.
- Participants will be able to share highlights of at least 2 programs who are incorporating evidence based practices within their early intervention program.

Debra Nussbaum, M.A. CCC-A, is manager of projects on language development and communication support at the Laurent Clerc National Deaf Education Center at Gallaudet University. She has worked at the Clerc Center since 1977. She has been involved in direct service provision, resource development, research, and professional training and technical assistance related to language and communication for children who are deaf and hard of hearing. She is the author of numerous publications on this topic and collaborated in development of the Early Intervention Network.
