Legislative Parameters of the Wild and Free-Roaming Horse and Burro Act
Since the implementation of the Wild and Free Roaming Horses and Burros Act of 1971, Congress has changed the rules on horse and burro management in meaningful ways. This presentation provides a brief discussion of the legislative history of Congressional mandates in the time since 1971 and illustrates how many of the challenges in horse management today directly result from decisions made at the Congressional level. The presentation will specifically examine the most pertinent amendments and appropriations language dictating what the BLM can and cannot do with regard to horse and burro management and discusses the legislative climate that led to those changes. The balance of the presentation focuses on the current legislative environment and the legislative parameters that impact the likelihood of additional changes to the Act. It concludes with a discussion of specific legislative actions that could be taken to improve management of wild horses and burros and the politics that may come into play in any effort to further amend or repeal horse and burro protection.

Dr. Brian Steed has served as Chief of Staff for Congressman Chris Stewart since 2013. He holds a Juris Doctor and Certificate in Natural Resource and Environmental Law from the University of Utah and a PhD in Public Policy with an emphasis in environmental policy from Indiana University. At Indiana University, Dr. Steed studied management of social ecological systems over long time horizons under Nobel Prize winning economist Dr. Elinor Ostrom. Prior to serving as Chief of Staff, Dr. Steed taught Economics and Political Science at Utah State University. He has published over a dozen journal articles, law reviews, and book chapters on resource management issues. He currently lives in Fairfax, Virginia with his wife and three children.
