Parent Leadership Learning Party
The Parent Leadership Learning Party, provides parents and families with important leadership and advocacy skills to promote civic engagement in a comfortable Learning Party format. The Parent Leadership Learning Party is designed to support parents as they take an active role in their child’s education and in schools, early learning programs, local communities, and their local EHDI program.
The Parent Leadership Learning Party will support growth and development in four areas:
Trust and Conflict; Communication; Advocacy; and Idea Implementation.
Parents will leave with skills and resources to use to be effective leaders in their communities.
- Listening and communicating skills to effectively participate in local and state meetings.
- Capacity to be an effective leader and advocate for their child’s education, as well as in the school, community and EHDI program.
- How to utilize clearly defined processes and resourcefulness as you participate in meetings and develop projects involving groups of people.

Patricia Muldowney is the Assistant Principal for the Family Education and Early Childhood Department at the Maryland School for the Deaf, Columbia Campus, where she oversees classroom services for children who are deaf or hard of hearing from birth through Pre-Kindergarten, as well as a home visit program serving families of children who are deaf or hard of hearing across the eastern half of the state of Maryland. She also serves on the Maryland Early Hearing Detection and Intervention Advisory Council.
Patty worked as a teacher in the Family Education Department at MSD for 10 years before taking on the role of Assistant Principal.
Patty lives in Greenbelt, MD with her husband and four-year-old son. She is an avid reader and seeks to instill a love of reading in young children.

Cheri Dowling

Cheri Dowling is a parent of a 25 year old young man who is deaf with intellectual disabilities. Cheri has worked with the Family Support and Resource Center at the Maryland School for the Deaf supporting families in Maryland for over 20 years and has been the Directory of Advocacy with the American Society for Deaf Children for the past 11 years. Cheri has served on Maryland's EHDI Council, the Governor's Office for the Deaf and Hard of Hearing Advisory Council, Connection Beyond Sight and Sound's Advisory Council and the Described and Captioned Media Program Advisory Council.
